Westfield Wastewater Treatment Plant Expansion

Working with Bowen's Environmental Solutions Team, the town of Westfield, Indiana constructed a utility energy efficiency project to meet the needs of the town. This was accomplished using Indiana's legislation for turnkey design-build-finance projects (I.C. 36-1-12.5).
While many other governmental entities have used this process, it is still a relatively new offering to municipal utilities. The process allows one entity, in this case Bowen, to design, build and finance the project. Through implementation of new technology and eliminating waste, the savings created by the projects are guaranteed to pay for the project costs over ten years .
Westfield's 50-year old, two mile stretch of sewer lines were repaired with a cured in place liner, eliminating expensive dig and replace options. The upgraded main treatment plant lift station addressed growing needs for additional pumping capacity for new neighborhoods. By rehabilitating the existing treatment plant, Bowen was able to save the client money that could be used to add needed capacity elsewhere within the system. The renovated plant now provides additional system storage to meet peak day demands.
This project immediately followed Bowen's $14 million expansion of the Town's wastewater treatment plant.
